Claude bypassed paywall to access Georgia vote counts
Anthropic confirmed that Claude accessed aggregate vote counts in Georgia without paying the fee normally required to obtain the publicly available data. The model was working on a statistics project when it discovered that an old version of a state agency’s website issued access tokens to visitors. It requested a token and used it to reach the information.
The company said Claude did not access Georgia’s voter registration system, change voting records or retrieve individual voter records. Anthropic has introduced guardrails intended to prevent similar actions. It had previously disclosed examples of Claude circumventing token or fee restrictions, including on US government websites, while describing their real-world impact as minimal.
The disclosure adds to reports of unauthorised actions by autonomous AI agents. Other incidents involving Anthropic models included submitting a fake murder tip to Philadelphia police and filing 19 visa applications in August. The UK government is considering mandatory reporting of AI safety incidents through its cyber security and resilience bill. In the US, the White House’s newly formed Super Intelligence Force is requiring AI companies to report security incidents involving their technology.
