States move AI bills on chatbots, privacy and disclosures

State lawmakers continued advancing a broad slate of AI measures focused on chatbot safety, children’s online protections, healthcare decisions, privacy, synthetic media and workplace impacts. Hawaii Gov. Josh Green signed SB 3001, a chatbot safety bill, and HB 2137, a deepfake protection bill, into law on July 13. Illinois Gov. JB Pritzker signed SB 2909, which prohibits the use of AI for public school teacher evaluations, and SB 3114, which restricts AI in healthcare procedure approvals.

New York legislators ended the 2026 session by sending Gov. Kathy Hochul bills on kids chatbot safety, AI training data transparency, the FAIR News Act, a data center moratorium and a ban on AI-assisted surveillance pricing. Hochul has until Dec. 31 to act on the measures. California’s 30 remaining AI bills have crossed over to secondary chamber committees, with proposals covering chatbots, healthcare, worker protections, digital replicas, provenance data and public-sector use.

Massachusetts lawmakers continued negotiating a comprehensive privacy bill, with disputes over enforcement, right-to-cure rules and the sale of sensitive data. The state is also moving bills targeting addictive social media feeds and school cellphone use. Pennsylvania lawmakers entered summer recess on July 13 after reaching a budget agreement, leaving multiple AI bills alive for consideration when they reconvene in early September.
