France says Mistral alone cannot secure European AI

France’s Finance Minister Roland Lescure warned that European AI sovereignty cannot rest on Mistral alone, even as the startup remains the region’s leading model developer. Speaking during a Silicon Valley visit where he was expected to meet investors and AI companies including OpenAI and Stripe, Lescure said Europe needs a broader ecosystem rather than concentrating its future around Mistral.

The French government holds an indirect stake in Mistral, whose technology is described as behind Chinese and American competitors. Asked whether Mistral could shift away from state-of-the-art model development toward computing infrastructure, Lescure declined to judge its plans directly, saying he hoped the company would continue helping place France and Europe at the forefront.

The European Commission in June tasked an Italian-German consortium with building a European state-of-the-art model on the EU’s public supercomputers. Mistral, valued at nearly 12 billion euros, has increased infrastructure spending this year, including its first data center in France and a commercial agreement with Microsoft, while continuing to release new models.

Lescure pointed to “unpredictability” when asked about the risk of the Trump administration cutting Europeans off from top models. Washington forced Anthropic to cut off access to all foreign nationals to its most powerful models for two weeks in June, renewing concerns about European dependence.
