EU AI omnibus streamlines AI Act but uncertainty remains

Negotiators from the European Council and the European Parliament reached a provisional agreement in the early hours of May 7 on the AI omnibus, a proposed amending regulation intended to update the European Union AI Act. The package responds to implementation challenges identified after the AI Act’s adoption and is positioned as a simplification effort for the EU’s emerging AI rulebook.

The agreement is characterized as broadly balanced, with changes that may ease parts of the compliance framework without replacing the core structure of the AI Act. Key uncertainties remain over whether the revisions will materially improve legal certainty for organizations subject to the rules.
