Data center growth faces environmental and local pushback
The rapid expansion of AI data centers is creating a growing need for environmental review, community consultation, and enforceable safeguards. AI is framed as inevitable and potentially transformative, but its development should include regulations that protect education, human judgment, and local communities while reducing energy, water, and emissions impacts.
Data center developers are urged to analyze costs and benefits before construction, train and hire local workers, and avoid prime farmland or water-stressed locations. Rural sites may work in some cases, but large facilities can strain small towns by adding pressure to housing, roads, schools, and other services. Older cities with brownfields, abandoned factories, underused industrial land, and existing infrastructure may offer better locations, especially when paired with renewable energy sources such as offshore wind and rooftop solar.
Public resistance is increasing. An Annenberg survey found that about 3 in 5 U.S. adults (61%) oppose new data centers in their area, up 12 percentage points from a survey fielded in February and March, while 39% expect AI’s impact on the United States over the next 10 years to be somewhat or very negative. Two-thirds (68%) said the government has done “too little” to regulate AI.
State lawmakers have introduced at least 375 bills on data centers this year, with roughly three-quarters seeking restrictions. Ignoring local concerns risks fueling NIMBY opposition and delaying or blocking projects that could otherwise be sited through transparent planning, community benefits, and accountable governance.
