Democratic sweep sets stage for tougher AI oversight
Democrats have won control of the House and Senate, setting up greater oversight of the Trump administration and heightened scrutiny of AI development, cryptocurrency and data center expansion. A new House Select Committee is expected to expand oversight of AI development and deployment, while presidential vetoes could limit major legislative changes.
States may take the lead on AI regulation amid an absence of federal guidelines or legislation and insufficient votes for federal pre-emption. Texas, Georgia, Ohio and Pennsylvania are key states to watch, where governors, utility commissions and legislatures could influence regulatory approvals, electricity grid costs and tax incentives affecting infrastructure expansion.
The congressional shift could also strengthen support for solar and wind power, hospitals, life sciences tools, Medicaid and Affordable Care Act programs. Pharmaceutical pricing controls offer potential common ground between Congress and the administration, but could create challenges for drugmakers. Defense spending increases may face negotiations over funding Democratic priorities, with Iran-related supplemental funding receiving tougher scrutiny.
Budget pressures and government shutdown risks are expected to persist in 2027, with little prospect of fiscal consolidation. Trump administration tariffs and support for manufacturing reshoring are likely to continue, although Democrats may seek lower tariffs on selected consumer goods to address affordability.
