EU InvestAI plan targets sovereign computing capacity

·1 min read

The European Commission’s InvestAI initiative aims to mobilize €200 billion in AI investment, including €20 billion for AI gigafactories. Announced in February 2025, the program seeks to expand Europe’s ability to train advanced models and ease computing constraints while encouraging private investment in sovereign infrastructure.

Governments, enterprises and research institutions increasingly want to operate AI workloads under defined jurisdictional and security controls. Procurement decisions now encompass GPU availability, data residency, cybersecurity, power capacity and high-speed networking. Demand extends beyond processors to integrated servers, storage, liquid cooling and cloud platforms, with externally managed infrastructure facing greater scrutiny for sensitive workloads.

DataM Intelligence estimates that the global sovereign AI infrastructure market reached US$20.8 billion in 2025 and projects it will reach US$120.7 billion by 2035, growing at a CAGR of 19.23% during 2026-2035. AI training and fine-tuning accounted for a 65.3% share in 2025, reflecting investment in foundation models and domestic computing capacity.

The expansion also reaches beyond Europe. In South Korea, a 2025 initiative involving government and industry outlined plans for more than 260,000 NVIDIA GPUs across national computing and industrial AI projects. Suppliers’ opportunities depend on combining advanced computing with local deployment, dependable access and compliance with national security requirements.
