Spain sets IA360 plan for responsible AI deployment

Pedro Sánchez presented the IA360 Plan at Moncloa Palace as Spain’s roadmap for responsible AI deployment, with specific actions planned over the next 12 months. The programme aims to strengthen technological capacity, accelerate adoption across the economy and keep public safety, trust and the protection of vulnerable people, especially children, at the centre of policy.

The plan includes strategic projects such as an AI gigafactory, new models developed with the Barcelona Supercomputing Center for climate, energy and healthcare uses, and data centres designed to meet high energy and environmental standards. It also proposes an Artificial Intelligence Voucher for SMEs and the self-employed, while adapting secondary school and vocational training curricula so students can use AI without undermining learning.

Sánchez called for a national pact on AI involving businesses, workers, trade unions, political parties and public authorities, with social partners due to be convened next month. Security would guide governance through stronger cybersecurity and closer monitoring of frontier models, while Spain pushes multilateral efforts to make companies legally and financially accountable for harms such as deepfakes, youth mental health risks and intellectual property theft.
