EU AI Act Article 4 sets contextual AI literacy duty

Article 4 of the EU AI Act requires organisations that qualify as providers or deployers of AI systems to take measures supporting AI literacy for staff and other people who operate or use those systems on their behalf. The obligation applies regardless of organisation size and must reflect technical knowledge, experience, education, training, the use context, and the people or groups affected by the systems.

Regulation (EU) 2026/1744 reframed the duty from ensuring, to the best extent possible, a sufficient level of AI literacy to taking measures that support its development. The amended approach does not require any specific individual literacy level to be guaranteed, and the European Commission says no certificate is required.

Practical measures can include baseline AI literacy training, tool-specific guidance, role-specific instruction for higher-risk uses, accessible AI use policies, question channels, and records of completed training or issued guidance. No generic course establishes compliance by itself, because measures must be appropriate to the organisation’s staff, AI systems, and affected people.
