Oklahoma launches BEACON platform for state AI tools

Oklahoma has launched BEACON, an enterprise AI platform intended to help state agencies build custom software and implement AI with shared security, governance and data standards. The platform operates through the Oklahoma Office of Management and Enterprise Services’ consulting program and gives agencies a scalable framework rather than requiring each one to start from scratch.

The launch follows the November 2025 appointment of Tai Phan as the state’s first chief AI and technology officer, as well as an AI education initiative created for government employees in 2024. OMES Information Services, led by state CIO Dan Cronin, developed BEACON to balance human oversight, public value and technology adoption.

BEACON’s initial beta applications include an Administrative Rules Modernization tool designed to help policymakers and state employees review rules and identify ways to simplify regulations. A Procurement Guidance Assistant is also being tested to give staff real-time information about purchasing policies and procedures, with the goal of improving efficiency and compliance.
