Viet Nam outlines three-pillar AI strategy at APEC meeting
Viet Nam has set out a clear strategy for AI development built on three core pillars, Minister of Science and Technology Vu Hai Quan said at the APEC Ministerial Meeting on Digital and Artificial Intelligence held in China on July 23, 2026.
The first pillar focuses on institutions and policy, with legislation positioned as a foundation for development rather than a barrier. The second centers on human resources and talent, which the minister described as the key factor in determining the success of AI development.
The third pillar covers infrastructure, data and AI startups, with the goal of building a comprehensive ecosystem supported by strong infrastructure, rich data resources and a dynamic community of young startups. Vu Hai Quan also stressed that AI development requires international cooperation and said Viet Nam is committed to working with China and other APEC economies toward a safe, secure and sustainable AI future.
Viet Nam will serve as host country for APEC in 2027. The minister invited digital and AI ministers and leaders from member economies to attend events in Viet Nam during APEC Year 2027.
