US faces policy crossroads as China narrows model gap

Washington’s long-standing focus on the gap between US and Chinese AI models is under new pressure as China’s rapid progress challenges assumptions about American technical dominance. OpenAI’s ChatGPT gave the US a clear early advantage in late 2022, while export controls on advanced semiconductor chips introduced in October that year were seen by some experts as putting American companies ahead by three years or more.

China has narrowed that distance through algorithmic improvements and a “fast following” strategy, highlighted by DeepSeek R1 early last year. Recent model releases from Moonshot AI and Alibaba Group Holding have further surprised many in Washington, with the perceived US lead shrinking from months to weeks for the first time.

US policy debates now center on three difficult questions: how strictly to control access to frontier US models, whether to restrict open-weight Chinese models domestically, and how to accelerate global adoption of US AI technologies. Ryan Fedasiuk of the American Enterprise Institute said uncertainty remains high over the state of the competition.
