Greece enacts national AI Act framework

On July 16, 2026, the Hellenic Parliament passed Greece’s national implementing framework for the EU Artificial Intelligence Act, making the rules an immediate operational issue for companies active in the country. The law creates the domestic supervisory and enforcement structure needed to apply Regulation 2024/1689, with particular relevance for AI systems used in finance, insurance, HR, healthcare and legal services.

The Hellenic Data Protection Authority will serve as the national market supervision authority, while the National Telecommunications & Post Commission will act as the notifying authority and operate an AI Coordination and Expertise Centre. The framework also introduces administrative and criminal penalties, including for public-sector bodies, and makes removal of deepfake transparency labelling a criminal offence.

High-risk AI systems now face mandatory compliance obligations covering documented risk assessments, human oversight, transparency standards and audit trails. A new AI Regulatory Sandbox will let businesses, startups and research institutions test applications under real-world conditions with regulatory guidance, with special provisions for SMEs and early-stage companies. Greece also plans a unified public-sector AI registry.

The law sits alongside broader infrastructure plans, including the ‘DAEDALOS’ supercomputer, ranked 31st most powerful globally, at Lavrio Technology Park. The AI Factory ‘Pharos’ and partnerships with Mistral and ElevenLabs support Greece’s ambition to become a Southeast European AI hub, while the OECD ranks Greece 15th out of 44 countries in digital convergence.
